Segura, por su parte, ejemplifica con Comunidades Seguras , un programa federal que ayuda a determinar si una persona que llega a la carcel es indocumentada y que grupos proinmigrantes e incluso jefes policiales dicen que obstaculiza que la comunidad denuncie delitos y que alienta a algunos policias a incurrir en racial profiling (arresto por caracteristicas raciales), dado que deja a su discrecion la detencion del individuo. On Monday, White House Press Secretary Jay Carney said in the daily briefing that passing an immigration reform bill this year remains on President Barack Obamas radar. Many on different sides of the immigration debate have become increasingly doubtful that a bill that would both tighten security at the borders and provide a pathway to legal status for many of the countrys estimated 11 million undocumented immigrants could still pass, especially now that Syria has commanded so much attention. Our absolute focus on getting immigration reform passed by both houses and signed into law has not changed at all, Carney said, according to published reports. The Senate passed a bipartisan-crafted comprehensive immigration reform bill in June, but work on immigration legislation has stalled in the House, where many Republicans object to giving undocumented immigrants a chance to legalize. Some Democrats believe Republicans may be trying to let immigration reform die through inaction. Sen. Chuck Schumer, a New York Democrat who was a member of the bipartisan Gang of Eight in the Senate that drafted that chambers bill, expressed optimism. Many traditionally conservative groups including the Catholic church, Evangelicals, business leaders and the Chamber of Commerce, high-tech and agriculture growers have worked very hard over August and during recent weeks, and a significant number of Republicans who had previously been negative or neutral have come out for immigration reform, he said, according to The Hill. 
Trying to make an economically rational case is difficult enough against the background we have, he added. Within the Coalition, Mr Cable has pushed for a more relaxed approach to immigration rules, arguing that allowing more foreign workers into the UK would boost the economy. Current immigration policies essentially ignore this simple reality of modern business. H-1B visas for high-skill employees are not allocated in sufficient numbers to meet the labor force demands of U.S. companies. In addition, foreign-born entrepreneurs who are very prominently involved in high-tech start-ups also face insufficient visa availability. Immigrants have always been a major entrepreneurial force in the U.S. economy; they are even more important today, when advances in technology are opening up more opportunities for new businesses than ever before. It is hard to find someone in the Wisconsin bioscience industry who does not support immigration reform. It is frustrating to watch competent graduates of Wisconsin schools be turned down for visas while jobs go unfilled and business opportunities go untried. Foreign-born high-skilled workers do not take jobs away from Americans. It makes no sense to turn them away when their work here could trigger the creation of more employment opportunities for workers in a wide variety of directly and indirectly connected industries. Of course, the expansion of visa allocations is not the only strategy that comprehensive immigration reform should embrace. It is essential that we implement a rational method of dealing with the 11 million undocumented workers who now live in the U.S. 
Of course, the U.S. visa system for entrepreneurs is hardly the only area where our immigration system falls short of rationality and even morality. Matters of life and liberty are decided in our system of immigration justice without the most basic protections that we expect in American courts. Immigrants have no right to appointed legal counsel. In fact, children, the mentally incompetent and the disabled in our immigration system are not guaranteed access to a lawyer. As a result, a 6-year-old can be brought before a judge, asked legal questions and face deportation to a possibly dangerous country, all without a lawyer or a guardian present. Half of those in immigration proceedings lack legal counsel, despite the efforts of many lawyers to provide free legal advice. A significantly higher percentage of detainees do not have a lawyer, despite programs to connect them with pro bono counsel. There are simply too many individuals in immigration proceedings the Department of Homeland Securitys Immigration and Customs Enforcement annually detains more than 400,000 foreign nationals to meet the need with volunteers. 
In June, the Democrat-led Senate approved a bill that sets a path to citizenship for some 11 million unauthorized immigrants while boosting border security. But in the House, Republicans in control criticize the bill as costly and ineffective. Sarah Trumble, legislative counsel for the center-left think tank Third Way in Washington, said Syria may have sidelined immigration reform, "but that's not actually, necessarily a bad thing." Trumble said the delay has bought time for some Republicans who may support reform but are worried about re-election. Filing deadlines for potential challengers to enter primaries are fast approaching, and "for the Republicans, if they know that they're not going to have a challenge on the right, it'll make it a lot easier for them to support reform," Trumble said. But Mark Krikorian, executive director of the Washington-based Center for Immigration Studies, said that activists shouldn't get their hopes up that immigration reform will pass this year. "I'm not sure how likely it was even before Syria came up," Krikorian said. Krikorian, who favors tighter restrictions on immigration, said Congress also has to deal with the federal budget and debt ceiling. He added the immigration effort is not helped by President Obama, who Krikorian maintains has lost political capital in his handling of the Syrian crisis. But activists say they are confident that their work through the August recess will pay off. Reyes said activists have helped organize town-hall style meetings on immigration, and called up their legislators, even as the debate over Syria heated up.

The Senate passed an immigration measure this year, but differences remain among House members on matters such as border security and the status of 12 million people whove already entered the country illegally. Reagan said its time to hammer out these differences. These are topics that have a lot of passions and politics on all sides, he said. We need people not to ignore that but to work through it and find solutions. And when immigration reform happens, or even if it doesnt, lots of people in St. Louis are trying to find ways to draw more immigrants here. Thats the point of the St. Louis Mosaic Project, which launched in earnest in June with backing from local economic development groups and big companies. It aims to make St. Louis the nations fastest-growing metro area for immigration. 
Gomez doesn't speak Portuguese. He misses the conveniences of Miami and New York City, and being able to watch the Green Bay Packers and New York Yankees on TV. He tries not to think about the United States, the country he calls home. Even visiting would be a challenge. Noncitizens who overstay their visas can be barred from returning for a decade. Still, Gomez doesn't regret the decision to leave. "If I didn't make this move, I'd still be in New York not working," he said. "I had no path in the United States." If there is a silver lining, it came last week in the form of a visit from his parents. It was the first time he had seen them since 2007. The family spent Sunday afternoon in a public park, wandering the grounds and making up for lost time.

The debate in Washington right now is heavily focused on whether Obamas handling of Syria in particular, Congress apparent rejection of his request for authorization has badly weakened his ability to realize the rest of his agenda. Immigration reform, of course, is a major item on that agenda. But when it comes to immigration as with this falls fiscal fights that question is largely irrelevant. Obamas standing or strength with regard to Congress wont play any significant role in determining whether immigration reform happens. That, too, is a question that turns only on whether Republicans resolve their differences over it. 
"I think that's actually what Obama wants to do. I think he wants Congress not to pass something so he can do it on his own and he can take credit for it," Rep. Raul Labrador, R-Idaho, said in an interview. "He needs to be very careful, though, because he continues to flout the law, and he continues to do things that are beyond his authority. And at some point, Congress is going to have enough." The administration acted on its own a year ago to change policy and suspend deportations of some immigrants brought illegally into the country as children. More than 450,000 of them have benefited so far. White House officials refuse to publicly entertain any discussion of taking further steps. "The only way to bring 11 million undocumented individuals out of the shadow economy is for Congress to pass common-sense reform with an earned path to citizenship. 
Thats what Republican members of Congress concerned about their own partys future probably should remember as they decide whether or not to allow a House floor vote on the immigration bill passed by the Senate in June. For California was once a pretty red state in presidential politics. Before 1994, Republicans carried this state in nine of 12 post-World War II national elections. But the GOP has not won here since, and the only top-of-ticket statewide victories by a Republican in that time were those of Arnold Schwarzenegger, whose movie stardom and centrist politics won him many non-GOP votes. No one has the slightest doubt what caused this shift: the 1994 Proposition 187 and then-Gov. Pete Wilsons vocal support for it. Within four years of that anti-illegal immigrant measures passage, more than 2.5 million California Latinos applied for citizenship and registered to vote, the vast majority as Democrats.

Mexicos Congress has already passed several key reforms, breaking entrenched powers in public education, broadcasting, and telecommunications while removing legal immunity for officials for criminal prosecution. Mr. Pena Nieto calls these steps transformational and wisely set a deadline to finish them by the end of the year. But he has worked on the issue -- formerly as a member of a bipartisan group drafting a comprehensive bill -- and he is plugged into internal party politics on immigration. But, as Labrador said, political and policy disagreements are not the only thing holding immigration reform back. The calendar is too. The House only has 39 more scheduled legislative days left this year. And the aforementioned debates over Syria and fiscal issues could eat up a bunch of that time. Labrador believes if immigration reform does not pass in 2013, its even less likely to do so next year because of the looming mid-term elections. 
There's also a real danger that some members of the House, who have been reluctant to take up the issue, would be happy if immigration reform fell off of the calendar. The nation can't afford for that to happen. The crisis in Syria is a new and critical issue, but many of the other issues clogging the House's calendar are challenges of the chamber's own making. If the House had been willing to compromise with the Senate, it could have passed a food stamp bill early this summer. Battles over the budget and the debt ceiling don't need to consume the legislative calendar for months unless House members can't resist the opportunity for senseless grandstanding, infighting, and uncooperative behavior - and recent history shows that they haven't been willing to resist the opportunity to do just that. As for the immigration issue, the Senate passed a bipartisan bill that gives undocumented immigrants a path to citizenship all the way back in June. If the House had been willing to do something similar, a reform plan could have been on the president's desk right now. Instead, the House wasted valuable time talking about a "piecemeal" approach to immigration and wringing its hands over worries about voter outrage that has failed to materialize. Meanwhile, the millions of undocumented immigrants who are working, paying taxes and raising their families are still waiting for a chance to come out of the shadows. Comprehensive immigration reform isn't just a matter of doing the right thing morally - it's the right thing economically, too, which is why so many business groups have lined up behind the bill. It would even be good for that deficit that House members claim to care so much about - a report from the nonpartisan Congressional Budget Office and the Joint Committee on Taxation said the Senate bill will reduce the deficit by $158 billion over the next decade.
